Everytime my computer gets infected I use Norton and Trend Micro Housecall but they never work. They never even detect the virus.

Well, how do you know you're infected? Do you use another software?? That one might be better...
There are a few things to look at when buying an anti-virus software:
1. Make sure you have a legit software, otherwise you will not be able to get updates;
2. Check to see what is part of the software. Is it only anti-virus, or does it include anti-spyware too?
Norton is not a super products, but it's not bad either. The infections you might be getting might come from spyware and not viruses. Norton anti-virus will not detect spyware, so you'll need another product for that (Windows Defender, Ad-Aware, etc.).

norton sucks, you should use AVG - go onto majorgeeks.com, they've got hundreds of nifty wee programs to protect your computer. its all free as well. I've used AVG for a couple years now %26 never had a problem with it.
Nothing is a proven when it comes to virus protection. In the time its taking to answer this, more new viruses are being developed. You should only run one anti-virus program, keep it up to date and scan your system often. Also avoid opening programs and email attachments that are suspicious. I have used several free programs ( AVG and Spy bot- for spyware) as well as some paid for virus programs and to work, they need these rules to be followed.
