What's a good software firewall that won't conflict w/ Norton Antivirus?

One of the top rated free firewalls out there right now appears to be Comodo. Check it out at the provided link. Getting any firewall to play nice with Norton will require some work, but hopefully Comodo will solve your problem by prompting you each time Norton tries something, then learning what it should do by your selections of Allow or Block. Good luck.

ZoneAlarm, I use zonealram fireall and Norton Antivirus.
zone alarm is free and shouldnt cause any problems.
Norton Firewall
I really don't care for Norton at all, it uses too many resources. If I can assume you are using a Windows based operating system, My suggestion would be to uninstall Norton completely. Use the firewall built into windows and Try "Windows Live Onecare" for Anti-virus and Spyware protection.I have used the beta version for a couple of months and I love it. Compared to the years of using "Norton System Works" and tolerating the bugs and high system overhead. Cudos to MS for a change. P.S. if you can afford it an inexpensive router with hardware firewall built in would give you more bang for the buck. Nowdays wireless firewall/routers are cheap, easy to intall, and let you share your internet connection with your laptop ect.
Symantec Internet Security.
