Do not use 2 anti-virus programs on any 1 computer no matter how many different accounts may exist.
I would stick with McAfee over AVG, but recent tests prove Kaspersky and NOD32 are better than the best sellers Norton and McAfee (av-comparatives.org).

With different users, no, it will not. As long as you chose to not copy files from an existing account.
You can install both AV programs if you want, it will slow down your computer A LOT
Antivirus work on computers, not on users, so both AV will be working at the same time for both of you (as in matter of fact, for everybody using that computer)
It is never wise to use two different anti-virus programs on the same machine, whether it is laptop or desktop. Now that has been said if you plan on doing a dual boot, so that you and your brother are basically running a different primary partion, yes it can be done, but this also means you will have to running two different OS.
it really wouldn't make sense to do that. Just pick one and stick with it. If you have already have both programs on your computer, remove one by going to the control panel and using the "add/remove programs" I would use SYMANTEC ANTIVIRUS
